The above
permit forms are for reference to give the user an idea of
what is expected for these applications. All forms need to
be signed by the Building Official. These forms are also
available at the Building Official's
Office in Town Hall.
An application
for Soil Erosion Determination is required for any proposed
land disturbing activities from a new home, commercial
development or land clearing to pools, decks or driveways.
The Soil Erosion Application should be submitted to the Town
Engineer’s Office for approval prior to the start of
construction or any land clearing activities. The
application will be reviewed to determine whether the
proposed project is applicable to the Town’s Soil Erosion
Ordinance. Approval of this application is required prior to
receiving a building permit or starting any construction.
Commercial projects such as Buildings and/or parking lots
are also subject to the Town’s Landscape Ordinance. Submit
the Application to the Town
Engineer’s Officein the
Town Hall.
According to Town Ordinance
236-13, all commercial and/or manufacturing businesses
located in Smithfield, prior to the initial commencement of
business within the Town, shall file a business
registration. The form for this registration is available
on-line or may be obtained at the Town Clerks office.
For your convenience, we have
supplied you with this form for the declaration of taxable
property located in Rhode Island. According to The General
Laws Of Rhode Island, taxable property must be declared to
the Tax Assessor between DECEMBER 31, 2009andJANUARY 31, 2010. If a taxpayer is unable to make
such declaration within the prescribed time, they may submit
written notice, prior to JANUARY 31, of intention to
submit declaration by MARCH 15. Failure to file a
true and full account, within the prescribed time,
eliminates the right to appeal. No amended returns will be
accepted after MARCH 15th.

office. Follow the instructions for filing an appeal and
return the form to the office. According to R.I. General
Law, the appeal deadline is 30 days for Motor Vehicles and
90 days for Real Estate and Personal Property.

Pursuant to RI Gen Laws
§44-3-43 the Tax Assessor may provide an exemption not
exceeding five thousand dollars ($5,000.00) of valuation for
any parcel of real property on which is located a historic
stone wall(s); provided, that the wall(s) is fifty (50) or
more feet in length, at least three (3) feet high,
structurally maintained and free of noxious weeds and
vegetation. For purposes of this section, a “historic stone
wall” is a vertical structure of aligned natural stone built
before 1900, normally constructed to designate a property a
boundary or to separate agricultural activities within a
farmstead.
§ 312-20. Excavation permit required.
A. It shall be unlawful for any person to make, or cause or permit to be
made, any excavation on or under the surface of any public street,
alley, sidewalk or other public place for the installation, repair or
removal of any pipe, conduit, duct or tunnel or for any other purpose,
without first obtaining a written permit from the Director to make such
excavation, and making a deposit as determined by the Director or as
stated in this division to cover the cost of inspection and of restoring
such public street, alley, sidewalk or other public place to its
original condition, together with the incidental expenses in connection
therewith.
§ 312-22. Deposits. [Amended 10-16-2001]
A. When an application for a permit as provided in § 312-20A is made and
approved, the applicant shall make a nonrefundable general deposit in
the sum of $300 and a special deposit of $5 per square foot for any
asphalt or concrete paving, curbing and gutters and sidewalks that are
to be replaced. Special deposits are to be refunded upon completion of
the work subject to the approval by the Director of Public Works or his
authorized agent.
(1) The contractor who is to open such road must sign the permit and is
solely responsible for all fees associated with such permit. The
contractor is also responsible to maintain said road opening until such
time that the work is approved by the Director of Public Works or his
authorized agent.
