SEALED PROPOSALS from qualified firms will be received in the Office of the Finance Director, 64 Farnum Pike, Smithfield, RI 02917; until Friday, May 31, 2013 at 10:00 AM, at which time the proposal will be opened and publicly read aloud in the Town Council Chambers, 2nd Floor of the Town Hall Building.
Proposal specifications may be obtained through the Town’s vendor website.
The Town of Smithfield reserves the right to reject any and all proposals or part thereof, to waive any technical defect or informality in the proposals received, and to accept the proposal deemed the lowest qualified responsible and evaluated proposal to the best interest of the Town.

Bid and Request For Proposal (RFP) Procedures
The Town of Smithfield’s Purchasing (Finance) Office is responsible for carrying out the requirements of the Town’s Purchasing Policy & Procedures so that we may obtain quality goods and services from the lowest qualified bidder.
In order to better serve the increasing volume of bids and to get packages into the hands of prospective bidders more quickly, thereby reducing costs and increasing efficiency, it has become necessary to automate our bidder/proposal process. The Town of Smithfield’s Purchasing Department now has a Bidder Registration area. (see below)
Active Bid/Proposals
Each offer shall be in accordance with specifications and instructions contained therein. Each offer shall be submitted in duplicate, unless otherwise noted, and in a sealed envelope plainly marked on the exterior with the bid number and bid name. The Town of Smithfield shall receive each proposal/bid either by mail, (no proposals/bids will be accepted via e-mail or FAX) or in person in the Finance Department no later than the time and date indicated.

The Town has decided to move toward an automated bidder/proposal process. This automation effort is to better serve the increasing volume of bids and to get packages into the hands of prospective bidders more quickly. The Town of Smithfield now has a Bidder Registration area.

Basics Regarding Competitive Bidding:
By State Law and City Ordinance, the Town of Smithfield is obligated to purchase by Public Bidding: Construction projects, Items or Services over $10,000. All bids are publicly opened at the advertised time in the Smithfield Town Council Chambers, and are then made available for public examination at any time. Analyses of bid results are made up after the bid openings and are made available in the bid tab section of this page.
All bids are advertised in the Providence Journal.
Awards:
After a bid is opened, the Department requiring the goods or services makes a determination as to the lowest evaluated or responsive bidder in the case of merchandise, or the highest qualified firm in the case of services. The Department Head then makes a recommendation to the Town Council, who, ultimately, awards a bid. The successful vendor is then notified of the award, and of any further requirement prior to a Purchase Order/Contract being issued.
