The Town of Smithfield has contracted with Vision Appraisal
Technology to complete a Town wide statistical revaluation as of
December 31, 2009 and will begin June 29th, 2009. Vision Appraisal
will be working with the Assessor’s office to make the project a
successful one. The last revaluation was completed in 2006 and
current state laws require towns to revalue every three years. A
revaluation will determine the current fair market value of every
property in town. It equalizes the values of all properties for the
purpose of a fair distribution of the tax burden. The purpose of a
Revaluation is not to raise taxes. The purpose is to create an
equitable distribution of the tax load.
The major phases to a municipal statistical revaluation are: Review
of Sales, Market Analysis, Valuation, Field Review and Informal
Hearings. No interior inspections are scheduled for this revaluation
as it is a statistical. Following establishment of an estimated
total value for individual properties, review in the field is
conducted by experienced appraisers. Field review is the method of
checking and re-checking both the values that have been determined
and the data that has been collected. Data will be reviewed during
the field review and if a discrepancy is observed, contact will be

As this project moves forward, Smithfield property owners should
note that all representatives of Vision Appraisal carry
identification and a letter certifying they are registered with the
Town and the Smithfield Police Department.
