V. Minutes:
A. Move that the minutes of the
January 2, 2007 Town Council meeting and closed session be approved, as
recorded, and that the closed minutes be sealed.
VI. Licenses and Permits - To consider and act upon the following
matters:
A. Consider approving the renewal of
a Victualling License for Mary E. Ouellette d/b/a “Angel Wings Café”, 570 Putnam
Pike, pending compliance with all state regulations and local ordinances.
B.
Consider approving the renewal of
a Victualling License for Jim Turi d/b/a/ “Subway”, 445 Putnam Pike, pending
compliance with all state regulations and local ordinances.
C. Consider approving a new Theatre
License for Mark A. Clement d/b/a “Trademark Cinemas”, 445 Putnam Pike, pending
compliance with all state regulations and local ordinances and subject to
Building Official and Fire Department approvals.
VII. Public Hearings - To consider and act upon the following matters:
A. Conduct a Public Hearing on
January 16, 2007 for the approval of the audit for Fiscal Year Ended June 30th,
2006 prepared by the audit firm of Cayer Caccia, LLP.
B. Conduct a Public Hearing to
consider adopting an ordinance authorizing a lease agreement with Omnipoint
Communications, for a 1,600 square foot area of Town-owned real estate located
at 11 Spragueville Road,
Smithfield, RI, at the Department of Public Works, in order to construct a 150’
monopole tower and base station.
C. Conduct a Public Hearing to
consider the adoption of a proposed new Town Ordinance for a Tax Exemption
allowance and Qualification/Certification Process for Smithfield Historic Stone
Walls.
D. Continuation of a Public Hearing
to consider a Zoning Amendment which would establish an Affordable Housing
Floating Zone.

IX. New Business - To consider and act upon the following matters:
A.
State of the Town Address –
Tuesday, February 13, 2007 – Smithfield
High School – 7:00 P.M.
B.
Consider adopting a Resolution
authorizing FMR Rhode Island, Inc. Permit Stabilization Agreement.
C. Consider authorizing the
Smithfield Police Department to solicit bids for an upgrade of the current HVAC
system, and the removal and replacement of the upper-level wall paneling,
funding through last fiscal year’s Capital Improvement Program.
D. Consider authorizing the
Smithfield Police Department to solicit bids for Local Area Network
Infrastructure and Hardware Upgrades funded through a grant from the U.S.
Department of Justice, Office of Community-Oriented Policing.
E. Consider authorizing a bid award
for the printing of the FY 2008 Budget Book.
F. Consider authorizing the renewal
of Bond Anticipation Notes for land acquisition purposes.
G. Consider authorizing a bid award
for regular unleaded and diesel fuel for the Department of Public Works.
H. Consider approving abatements and
addenda as recommended by Tax Assessor.
